Secretary of State Marco Rubio announced that talks over resolving the Ukraine conflict have entered a critical and productive phase. He emphasized significant progress after negotiations with Ukrainian officials in Geneva.

Rubio described ongoing discussions focused on a U.S.-drafted 28-point framework addressing a pathway to a ceasefire and lasting settlement.

Rubio signaled that safeguarding Ukraine’s sovereignty is central to any agreement, acknowledging the need for Ukraine to trust it will not face renewed aggression.

“This is a very delicate moment, and it’s important – like I said, there’s not agreement on those yet. Some of it is semantics or language; others require higher-level decisions and consultation; others, I think, just need more time to work through.”

He cautioned against premature celebration, underlining that several issues still require resolution at the presidential level and with European partners.
