The FBI’s decision to withhold names is not unprecedented. During the Boston Marathon bombing investigation, the Tsarnaev brothers were initially identified through images, and in the 2020 Nashville Christmas Day bombing, DNA testing was crucial before any public announcement was made.
Pack highlighted the importance of positive identification that meets prosecutable standards before releasing a suspect’s name. This careful process ensures that all notification steps are handled appropriately and that justice is served without compromising the investigation.
In the case of Charlie Kirk’s attempted assassination, surveillance footage showing the suspect wearing Converse sneakers drew widespread attention. However, as Pack noted, “Footwear alone does not define tradecraft.” Investigators consider various factors such as gait, wear patterns, and outsole marks, not just the brand of shoes.
To expedite the capture of the suspect, a $100,000 reward was announced, reflecting the high stakes and urgency of the situation. Pack explained that reward amounts are adjusted based on the threat level, urgency, and available funding. Given the high-profile nature of this political assassination attempt, officials opted for a substantial reward to quickly generate leads.
“There was a lot of pressure on law enforcement,” Pack said. “They wanted to get it right.”
