In a significant move towards modernization, the Social Security Administration (SSA) is set to cease issuing paper checks by the end of this month, impacting hundreds of thousands of beneficiaries across the nation. This decision comes in the wake of President Donald Trump’s executive order from March, which mandates that all federal payments be made electronically starting September 30. The White House has emphasized that paper-based payments are not only more costly but also more susceptible to fraud, theft, errors, and delays.

Despite the shift, it’s important to note that less than one percent of Social Security beneficiaries currently receive their payments via paper checks. According to the SSA, approximately 390,000 individuals, or about 0.6% of the 68 million Americans receiving Social Security benefits, still rely on this outdated method. The SSA is actively reaching out to these beneficiaries to guide them through the transition to electronic payments.

While the modernization effort is largely seen as a positive step, exceptions will be made for those in emergency situations or without access to digital payment systems. This ensures that no American is left without their essential benefits due to technological barriers.

The financial implications are significant. Sending paper checks costs around 50 cents each, while electronic transfers cost less than 15 cents. Moreover, paper checks are sixteen times more likely to be lost or stolen. In fiscal year 2024 alone, maintaining the infrastructure for paper records cost taxpayers over $650 million.

Treasury Secretary Scott Bessent praised the initiative, highlighting that reducing paper checks has been a bipartisan goal for years. Thanks to President Trump’s leadership, this change is expected to reduce fraud and theft while eliminating delays that prevent hardworking Americans from receiving their payments promptly.
