In a bold move to restore integrity and accountability, the Small Business Administration (SBA) is launching a comprehensive audit of its contracting officers following the exposure of a massive bribery scandal at USAID. This scandal, which has rocked the federal agency, has prompted SBA Administrator Kelly Loeffler to take decisive action to ensure such abuses are not repeated.

Loeffler described the USAID fraud as a “damning reflection of systemic failures in oversight and accountability,” emphasizing that this was not an isolated incident. She has tasked Associate Administrator Tre Pennie with the responsibility of conducting a full-scale audit of the agency’s awarding officers dating back to 2010.

The scandal comes in the wake of USAID being effectively dismantled by budget cuts under the leadership of Elon Musk and President Donald Trump, a move that was met with fierce opposition from Democrats. Despite their claims of the agency’s global impact, it was revealed that Roderick Watson, a contracting officer at USAID, orchestrated a long-term bribery scheme starting in 2013.

Watson, who has pleaded guilty to bribery charges, was involved in a scheme with contractors Walter Barnes and Darryl Britt, who funneled payoffs through a subcontractor to conceal their corruption. The Department of Justice detailed how Watson received over $1 million in bribes, including cash, luxury items, and jobs for relatives.

The scandal has highlighted significant failures within the Biden administration, particularly in awarding an $800 million contract to Vistant, a company later excluded from government contracting due to a lack of “honesty and integrity.” Despite this, the contract was re-awarded after a successful lawsuit, raising questions about the administration’s oversight.

Loeffler criticized the Biden administration for its failure to protect taxpayer dollars and ensure fair access for legitimate small businesses. She emphasized that the SBA plays a crucial role in federal contracting and will not tolerate abuses that harm taxpayers and small businesses.

The audit will focus on high-dollar and limited competition contracts within the SBA’s 8(a) business development program. Findings will be referred to the U.S. Office of Inspector General and the DOJ, with any violations being pursued vigorously.

Loeffler’s message is clear: the SBA will not stand by while public trust is eroded by corrupt practices. The agency is committed to ensuring that America’s small businesses receive the opportunities they deserve without the shadow of corruption.
